Overview
Telal Al Qurm is a new Integrated Tourism Complex in the heart of Muscat, set on about 165,000 m² between Wattayah and Qurum in the Wilayat of Bousher. The agreement for the project, valued at about RO 230 million, was signed with the Ministry of Heritage and Tourism, and the complex is being developed in phases over 15 years by the Alargan Towell group.
The master plan combines freehold apartments and townhouses with serviced apartments, two four-star hotels with more than 400 hotel units, an aqua park, a cinema, an indoor games hall, trampoline facilities and shops. It is one of the few places where international buyers can own a home freehold in central Muscat, close to Qurum Beach and the city’s main districts.
The current residential phase has 346 homes, and the developer’s sales sheet targets handover for Q1 2028.

About Qurum
Qurum is one of Muscat’s most established and sought-after districts. It runs along a long public beach and includes Shatti Al Qurum, the capital’s best-known waterfront neighbourhood of embassies, hotels, cafés and restaurants, as well as Qurum Natural Park and the Royal Opera House Muscat.
Until recently, freehold property for foreigners was concentrated in newer coastal communities on the edges of the city. New Integrated Tourism Complexes in Qurum, including The Residences at Mandarin Oriental and Telal Al Qurm, now allow international buyers to own homes in the heart of the capital, close to its business, shopping and cultural life.
How buying works
Homes are sold off-plan with a payment plan linked to construction. The usual steps are:
- Step 1 Choose the unit and pay the reservation deposit
- Step 2 Sign the sale and purchase agreement with the developer
- Step 3 Pay instalments in line with the approved plan
- Step 4 Handover, snagging and title deed in your name
Ownership, residency and costs
The project is licensed as an Integrated Tourism Complex, so buyers of any nationality can own their home freehold, with the title deed registered in their own name. Owners can live in the home, lease it, sell it or leave it to their heirs.
Owning a residential unit in an ITC allows the owner to apply for an Omani residence visa for themselves and their immediate family, and Oman’s 10-year investor residency is available where the property is worth OMR 200,000 or more. Residency is granted by the authorities and the rules change, so we confirm the current requirements for your case.
Allow for 5% VAT on new homes bought from the developer, the registration fee at transfer and the annual service charge. Oman has no annual property tax.
Who it suits
- Buyers who want a freehold home in central Muscat
- Families who value leisure facilities on site
- Investors seeking rental demand in the city
- Buyers comfortable with a 2028 handover
